Tahir Bakhshaliyev was born on 26 April 1951. He studied at Baku State University, Faculty of History. In 1972, he was appointed a senior laboratory assistant at the Department of History of USSR, BSU. He was one of the first holders of Karl Marx scholarship. He started postgraduate studies in history of USSR in 1973. He defended a PhD thesis in 1980, obtaining a ScD degree in 1991 and professorship in 1994. In 1972, he embarked on research and teaching activities at Baku State University, Department of History of USSR. In 1975-1977, he was secretary of BSU Komsomol Committee, and served as a teacher, senior teacher, associate professor and professor at the Department of History of USSR. From 1994 to 2000, he headed the Department of History of Turkic and Caucasian Nations, from 1994 to 2000 served as vice-rector for Educational Affairs. He is a professor at the Department of History of Slavic Nations. He sat on the scientific councils of BSU and the Faculty of History. His research areas lie in the history of USSR, Turkic, Caucasian and Slavic nations. He has published nearly 30 papers in local and foreign periodicals, as well as books, booklets, programs, methodological handbooks and articles. He is a member of the editorial staff and reviewer of a number of books, programs and methodological handbooks.
