• He was born in the Najili village of Masis district in the west Azerbaijan on 1st January in 1946
• He has graduated from Ulukhanli secondary school in 1946
• He has studied in the post graduate course of the history institute of the Academy of Sciences in the 1970-1973 years
• In 1974-1981 years he has carried out as head laboratory assistant in the in the history institute, head and jubiour research scientist
• He has married.He has three children and three grandchildren

• He has graduated from the history faculty of the Ganja State Pedaqogical Institute by honour diploma in 1969
• He has defended candidate dissertation (the Ph.D.) thesis, “Role of the local authorities in development of Azerbaijani villages” in the 1976
• He works about theme “Creation and activities of Az. CIC” of the profession a doctor

• 1969-1970 - Teacher of secondary school in the Dashkasan district
